The same year that saw the establishment of the House of Burgesses brought the first Africans to the colony, 20 of whom were bought by Sir George Yeardley, making him Virginia’s first slave owner.
The colonists drew upon their claims to traditional English rights and insisted on raising their own representative assemblies. Such was the case with the Virginia House of Burgesses, the first popularly elected legislative body in the New World. Berkeley called for new elections after Charles II’s restoration to the throne. For reasons that are not known, he did not call for another general election until the spring of 1676.
